Avtodor will receive 17.3 billion roubles from the budget for road construction

A government decree dated August 4 stipulated that Russian Highways (Avtodor), a state company, will receive 17.271 billion roubles from the federal budget in 2010 to construct and reconstruct motorways.

The Ministry of Transport has been instructed to ensure that these funds are made available to Rosavtodor from the total budget granted to the state company under the 2010 federal budget in accordance with the “Motorways subprogram” expenditure item

In particular, subsidies of 8.5 billion roubles are to be granted for the construction and reconstruction of the M-4 “Don” motorway (from Moscow to Novorossiysk through Voronezh, Rostov-on-Don and Krasnodar); 5.7 billion roubles are to be allocated for the construction and reconstruction of the M-1 “Belarus” motorway (from Moscow to the Belarusian border); 2.9 billion roubles are granted for the construction of an expressway from Moscow to St. Petersburg, and 115.8 billion roubles are to be allotted for the construction and reconstruction of the M-3 “Ukraine” toll road (from Moscow to the Ukrainian border through Kaluga and Bryansk).

Russian Highways was founded to develop Russia’s road network and infrastructure. The company’s activities include the trust management of roads, their construction and reconstruction. Avtodor can act as a customer during road development, construction, total overhaul, repairs and maintenance; it is entitled to collect road tolls, sign concession agreements and perform the functions of a concession provider.
